Topic name
The Wyndham City Council Research and Statistics team prepared a number of submissions in collaboration with internal and external stakeholders. This submission proposes a variation to an an existing education and training variable. In the existing indicator for type of educational institution attending (TYPP), please include an option for ‘home schooling’.

1. This topic is of current national importance.

National Importance
A complete picture of how many people attend school and how they do so is missing as long as the Census does not identify people who are being home schooled. Gaining an understanding of who is home schooled and where they live would contribute to building a complete picture.

2. There is a need for data from a Census of the whole population.

For whole population
This is suspected to be a small group. Drawing accurate estimates from a survey would be difficult and not informative due to the margin of error involved.

3. The topic can be accurately collected in a form which the household completes themselves.

Easy to answer
The question of what type of educational institution people are attending is already in the Census. A simple expansion of the response options should not pose additional issues.

This question is not more sensitive than any of the other education questions the Census already asks.

Continuing need
Time series data will reveal whether home schooling is increasing or decreasing, and whether there are particular areas where it is becoming more/less prevalent. This may inform national and State-level policies around schools.
