National Importance
Households in which parents have separated create complexities in household structures.
Mixed and blended families, and children moving between households, create household structures that are currently not well understood.
A better understanding of the movements of children between households could be then matched with better programs to support these families, and better understanding of the housing needs of specific areas.

3. The topic can be accurately collected in a form which the household completes themselves.

Easy to answer
A question capturing number of children not present in the household on Census night can be easily included and understood by the respondent.

It is assumed that the question would not be an issue for respondents. In what is assumed to be a very small proportion of households, the information ay be sensitive or not legally allowed to be divulged. These respondents would refrain from answering the question.
