Use of vehicles for other than travel to work

Assessment Criteria 1

1. This topic is of current national importance.

National Importance
Data is needed for proper inclusion of Power Two Wheeler (PTW) vehicle in transport planning

Assessment Criteria 2

2. There is a need for data from a Census of the whole population.

For whole population
Data on PTW use both for travel to work and for recreation is essential to allow proper inclusion of scooters and motorcycles for urban planning

Assessment Criteria 3

3. The topic can be accurately collected in a form which the household completes themselves.

Easy to answer
Inclusion of PTW as a transport option for travel to work is long overdue and has been called for over many years. It is a simple additional sub group to be added to the Travel to work return.

A further question to ascertain transport mode(s) use for recreation would gather far more data and allows for the large section of the community who are either retired or use their leisure time for riding or driving on National, State and Council roads.

Assessment Criteria 4

4. The topic would be acceptable to Census respondents.

Acceptable
This would not be an intrusive, offensive nor controversial question for respondents.
It would be answered in the same manner as existing questions about how a respondent travels to work.

The addition of transport use for leisure would also meet the same criteria.

Assessment Criteria 5

5. The topic can be collected efficiently.

Collected efficiently
Addition of PTW as a mode of transport would not be an onerous task to process, and the in formation gained would be extremely valuable to enhance the use of a congestion relieving mode of transport; thus helping to relieve pressure on roads by encouraging the use of PTWs.

Assessment Criteria 6

6. There is likely to be a continuing need for data on this topic in the following Census.

Continuing need
Data on PTW use to date is sketchy but has proven a constant increase in PTW take up: inclusion of these proposals would only enhance the data. Obviously it will remain relevant into the foreseeable future.

Assessment Criteria 7

7. There are no other alternative data sources or solutions that could meet the topic need.

No alternatives
There is no comparable data on PTW use on a National basis, which emphasises the need for inclusion in the 2021 Census.

Further comments
The Leuwin Study of 2012 proves conclusively that a 10% switch from cars to PTW results in a 40% reduction in congestion. Data on PTW use nationally will be enhanced by the inclusion of PTWs as a travel option in the 2021 Census.
