Assessment Criteria 1
1.
This topic is of current national importance.
National Importance
Workplace training has problems with the requirements of the National Training Package requirements to those of one individual store. Such as we do not do this in our shop/salon. Constant interruptions in the workplace are another problem and lack of apprentice contact hours with formal training and teachers.
Engagement with industry. Under the apprenticeship system the employer makes the choice of provider based on their standards put back into the industry. If a person is trained outside of industry there is the problem of being 'work ready' and meeting industry standards of skill and speed. Industry engagement should be a pre-requisite.
The funding model should be of national concern as each state can affect the training model. For example, there is an imbalance of funding in Victoria. The TAFE system is funded to take a student who may hold a degree and a private provider is not. The industry should have the right to choose the provider of their choice under the same terms.
Assessment Criteria 2
2.
There is a need for data from a Census of the whole population.
For whole population
Agreed. This data is extremely important. Non completion data, for example shows where taxpayer dollars are used and often not to advantage. R.T.O's that serve industry specifically should maintain high completions. Data re-inforces this and many important facets.
Assessment Criteria 3
3.
The topic can be accurately collected in a form which the household completes themselves.
Easy to answer
I feel the topic should be written in plain English and direct a sensible answer. The question should be easily understood and the expertise comes into how the question is framed.
Assessment Criteria 4
4.
The topic would be acceptable to Census respondents.
Acceptable
If you were to present a question such as "would you employ a person on full wages that had trained and obtained a qualification if they had not worked at all in that specific industry". These are the sorts of examples industry would present.
Assessment Criteria 5
5.
The topic can be collected efficiently.
Collected efficiently
Agreed but allow a respondent to add more if they wish to.
Assessment Criteria 6
6.
There is likely to be a continuing need for data on this topic in the following Census.
Continuing need
There is a definite need for continuance of data collection.
Assessment Criteria 7
7.
There are no other alternative data sources or solutions that could meet the topic need.
No alternatives
Data is available regarding training through AVETMISS and this should be used and fused with other forms of data collection. Data should be able to cross reference.
