These data would assist us to plan for the future with regard to where roads should be, whether they need to be sealed or left unsealed. To some degree we can acquire the information through traffic counters, but with over 1,200 km of roads (900 km unsealed) it is logistically difficult to get road counts that can be compared with previous years.

Every household with vehicles would need to complete the questions to develop adequate data.

This lends itself to coding ease, quick processing and would probably be one of the first results out.

Yes. From the point of view of local government, trends could be detected from the five year census span. It would remain relevant whether or not more vehicles became electric or autonomous.

No alternatives
Potentially the data could be retrieved from the various Departments of Transport across the country who handle vehicle licensing information. I am not aware of information being disseminated to street level though.
