Assessment Criteria 1

1. This topic is of current national importance.

National Importance
Would support infrastructure planning, primarily at a state level but also informing Commonwealth activities (eg. Infrastructure Australia)

Assessment Criteria 2

2. There is a need for data from a Census of the whole population.

For whole population
Particularly useful when cross referenced by household income / socioeconomic status as well as location.

Needed at a fine grain level to inform transport models.

Assessment Criteria 3

3. The topic can be accurately collected in a form which the household completes themselves.

Easy to answer
Is straightforward to collect - use same structure as existing MOTW

Assessment Criteria 4

4. The topic would be acceptable to Census respondents.

Acceptable
Not personally intrusive. Unlikely to be controversial. May have some sensitivities if religion is considered but SA1 granularity of reporting should be adequate.

Assessment Criteria 5

5. The topic can be collected efficiently.

Collected efficiently
May have some complexities in processing. However existing routines related to processing method of travel to work question could be utilised.

Assessment Criteria 6

6. There is likely to be a continuing need for data on this topic in the following Census.

Continuing need
Transport challenges are increasing in our cities and regions. School related travel appears to be contributing but to date data is limited. Ongoing collection of this information would assist not only in ongoing planning but also assist with evaluation of initiatives.

Assessment Criteria 7

7. There are no other alternative data sources or solutions that could meet the topic need.

No alternatives
Currently various states collect travel data via household surveys. This data is collected intermittently and is less common in regional centres. As surveys they tend to suffer from high error rates especially for less-used modes and are rarely able to be disaggregated to small areas (eg. suburb or less).

Education data is collected by state education agencies and due to privacy concerns is rarely made available to other agencies or individuals.

Cross-correlation is therefore practically impossible.
